2015 Legislative Update
Churchwell White LLP is pleased to offer our second Legislative Update (the “Update”), an annual guide to legislation passed and signed into law at the conclusion of the prior year Legislative Session. The Update is a streamlined review of newly enacted laws and changes to existing laws that may affect public entities, particularly cities and special districts. The Update provides a brief summary of the newly enacted laws or the modifications to existing provisions.
The new state budget calls for approximately $117.5 billion in General Fund spending and reflects significant new expenditures for education, health and welfare programs, as well as allocations to the state’s regular and rainy day reserve. It also provides allocations to address various subjects of state concern, including water sustainability, medical marijuana, workforce development, climate change, transportation taxes, and public disclosure in elections.
Looking ahead to 2016, a state-wide election year, the Legislative Session is sure to include lawmaker efforts in the areas of minimum wage reform, increased spending on infrastructure, and the extension of tax increases enacted through Proposition 30, set to expire at the end of 2018.
