Opportunity

A vacancy on the Riverbank City Council occurred when a sitting councilmember was sworn in as Mayor. As a result, the City Council was faced with the decision to fill the vacancy by appointment or call a special election.

Challenge

Unable to reach a consensus, the city council determined it necessary to hold a special election and sought election services from the County. However, the County Elections Official refused to provide, hold or conduct the special election.

Solution
